You may recall that the Accounts Department file containing the Director General of Colonial Audit's Reports on transactions under Scheme D. 994 for 1948/49 and 1949/50 was referred to you in November last as questions raised by the local auditor appeared to go outside the purely Accounting aspect, and it was decided to await the Governor's reply to a Savingram which was about to be sent out. I have had copies of the relevant items placed on this file, together with the Governor's reply to the Savingram just mentioned. No action has been taken in Accounts Department on these replies (viz. Nos. 20, 21, and 22 opposite).

As regards No.20, the accounts enclosed therein are adequate support for the amounts charged to the Scheme and no action in this respect is required, but you and

Mr. Fitzgerald should see the accounts in view of paragraph 3 of (12) on the 1948 file, which was inserted in consequence of Mr. Harding's minute of 14/9/48 on that file.

As to No.21, it was not really necessary for the Governor either to seek from the local firm of Accountants who audit the Vegetable Marketing Organisation's accounts a certificate that the further sum mentioned is due from C.D.W. funds, or to seek the Secretary of State's approval to pay the money to the Organisation. However, we need not comment on this but merely say that approval is given provided no excess will be caused on either the grant or the loan portions of the C.D.W. Scheme. There is every indication that the grant and loan may prove insufficient for the Scheme. It should run until the middle of next year but the amount issued towards the recurrent expenditure is already £9,250
